There have been a recent string of terrorist attacks across several countries. Even in mars.  How will your countries respond to this

Lucyicra has captured one of the terrorists at an attempted bombing. Our policy is, “if they claim not to know, offer them luxuries if they confess any information. Tell them that I don’t know is still a perfectly acceptable answer, and that if they lie, they will be punished”. This tends to be more effective them just beating them until they confess something that probably isn’t true. Then we will find the leader and kill them, instead of deciding to go for another target that is much more insignificant. And if a new person becomes leader, we’ll kill them to until they give up. It’s our much more effective war on terror. 
We made a deal with the bomber. He gets “released” and goes back to his base and snipes his leader while we have him bugged in case he betrays us. In exchange, he gets let go.
